This change will affect all users who create user profiles and manage smartcards in the old Care Identity Service application, including:
Registration Authority Managers
Registration Authority Agents and Advanced Registration Authority Agents
ID Checkers
Sponsors
Local Smartcard Administrators
It will also mean that ID Checkers can no longer use the legacy Care Identity Service and they will have to use Care Identity Management instead.
If you create user profiles or issue and manage smartcards, from 17 April 2024 you must use Care Identity Management.

The process for creating new user profiles and issuing and managing smartcards is changing from 17 April 2024. From that date you must use Care Identity Management to create all new user profiles and issue and manage smartcards.

The old Care Identity Service application is being switched off, and users are being moved to the new CIM service.
We have been dual-running both services for more than a year, and will be switching off features gradually until we can retire the old service completely. By moving user groups over in stages, we can reduce the risk of unexpected issues causing disruption to the service.
The creation of new users and issuance and management of smartcards has been available in Care Identity Management for more than two years. ID Checkers have been able to use Care Identity Management to create user profiles since February 2024.
